Technical Board to apply the Agreement between Piedmont Region and Northern Military Headquarter

Annual General Meeting of UNEP SBCI - Washington DC

The Annual General Meeting of UNEP SBCI will be held on 15-17 April 2009 hosted by SBCI Member the US Green Building Council, Washington DC.

The Washington DC meetings are being organised to raise the profile of the building sector in relation to tackling climate change and the COP15 negotiations which conclude in Copenhagen in December 09.
The events in Washington DC provide a crucial opportunity for the Building Sector to speak with one voice on the need for special strategies to be included in the next global greenhouse emissions framework. Our ambition is for the SBCI meetings to be a very important international event and a milestone for the building sector on the road from Bali to Copenhagen.
The annual meeting is also the forum for members to elect the SBCI Board, decide on the annual work-plan and influence the direction of SBCI for the next 12 months.

15 April 09: Buildings & Climate Change—Call for Action
• To present an international consensus on the need for the property and construction sector to be supported to reduce greenhouse gas emissions by sector-specific measures under the post-Kyoto UNFCCC.
• To raise international awareness of the issues
• To present a united voice from the building sector
The Climate Change Think Tank has drafted a ‘call to action’ on Buildings & Climate Change which is proposed to be ratified at the meetings. This ’call’ sets out the case for the building sector to be prioritised in the COP 15 agenda and given support to develop the strategies, methodologies and mechanisms that will enable the sector to deliver deep cuts in emissions. The ‘call to action’ is supported by a briefing document being prepared by the climate change think tank – which concisely sets out concrete measures that can be taken to encourage invest- ments that will support emission reductions from the building sector. The ‘call to action’ is focused specifically on influencing COP 15 and would be an activity with which we could involve and achieve a 'common-voice' from influential stakeholders.

16 April 09: Buildings & Climate Change—Taking Action
Policy work and building case-studies to be presented in the context of a forum for policy makers, negotiators and industry on the strategies that have been proven to work to reduce GHG emissions from buildings. This would draw on the Policy and Benchmarking work so far and support the climate change think tank and the theme of the meetings in general which are to influence the country delegations to COP 15.

Agreement to build Sustainable Buildings in the Piedmont Region for the professional soldiers families

In December 2008, the Piedmontese Government, in cooperation with Northern Military Headquarter, wrote a draft of agreement to build flats for professional soldiers' families. These flats will be sustainable and ITACA Protocol will assess the sustainability level. Infact, the Piedmont Region and the Northern Military Headquarter focus a lot of attention on the environment. The flats will be built with regional financial support and this agreement will promote the renewal of old real estate. The Piedmont Region President and the Military Commander of the Northern Region have signed this agreement in Turin the 29th January 2009.

Italian Eco-Districts

The purpose of the Italian Eco-Districts is to manufacture the eco-friendly materials. All products of the Eco-District should belong to the same production area (building, energy), to have an ecofriendly product.

In Piedmont, Al Tech develops these objectives and a few Monregalese wood Industries (Monregalese is between Turin and Genoa) work to develop another Eco-District.

In Puglia, there are the "Puglia Eco-District" and the "Puglia Energy District". The "Puglia Energy District" develops wind power industries' and the "Puglia Eco-District" develops research, learning and quality building.

Synergies, between the "Treviso Eco-District" (taht develops training corses on sustainable buildings) and the "Puglia Eco-District", have been promoted to develop sustainable buildings.

Public Mechanism to Mobilise Investment in Climate Change Mitigation

UNEP drew up a study on Public Mechanism to Mobilise Investment in Climate Change Mitigation.

In Italy initiatives exists to develop investment in Climate Change and these concern:

- incentives for home loan and insurance policies (Intesa San Paolo Bank; RAS and Reale Insurance Companies);

- financial support, to build social housing and to develop eco-friendly districts (Regione Piemonte; Regione Veneto; Regione Puglia).

ITACA and the Italian Regions approved research on eco friendly materials which ITC-CNR (Governmental Research Council) have doing. The research will define the characteristics of eco – friendly materials; so it will be possible to have a list of these materials and to certify them. June 2009 is the deadline. Today a brochure by Piedmont Region exists that illustrate the technical characteristics and the performances of building materials.

Piedmont Region new Division to develop sustainable building

The Piedmont Region starting, from 2nd January 2009, a new Division for sustainable building. The "Statistic and Studies" Division have competence to draw up guidelines and new proposals to develop sustainable building. Also, the Regional Division have competence to support and to cooperate with other Regional Divisions on sustainable buildings and to acquire information to estimate the efficiency of Regional policies.

A quality system for social housing programs

In 2004 ITACA (Federal Association of Italian Regions) approved a system to assess sustainable building. This system is named ITACA Protocol and the Italian Regions utilize it to ensure the quality of social housing. In October 2008, in Rome, there was a meeting with the Ministry of Public Works Director, to utilize ITACA Protocol for National Social Housing Program flats. ITACA Protocol is a public tool and it is free.

UNEP-SBCI Round Table

Law to develop sustainable building in Italy

Italian Incentives to develop sustainable building - Insurance Companies

Italian incentives to develop sustainable building - Banks

Intesa San Paolo Banking Group, Regione Piemonte and ITACA (Federal Association of Italian Regions) approved a program to reduce home loan cost.

It is possible to have these incentives if the ITACA Protocol is applied and if the building achieves the 2nd level.

ITACA Protocol is a rating system for social housing, that Italian Regions have developed. ITACA is a member of SBC Italia and this association assesses sustainable buildings.

The builder and the buyer have incentives on home loans, if the builder presents a certification that confirms the correct application of ITACA Protocol.

SUN: Sustainable United Nations

What is SUN ?
UNEP’s Division of Technology, Industry and Economics (DTIE) in liaison with the Environmental Management Group (EMG) secretariat has set up a new team, Sustainable United Nations (SUN). SUN will provide advisory services and support to UN and large public organizations to reform towards climate neutrality, namely to reduce the generation of greenhouse gases.
SUN’s activities take place in three focus areas with direct impact on the climate change performance:
• Procurement;
• Buildings and facilities; and
• Management and organizational culture.
SUN’s fields of action include:
• Physical assets (buildings, equipment, vehicles etc);
• Management processes (procurement, travel requirement, management systems etc);
• Organizational culture (day-to-day behaviour of staff).

SUN’s three focus areas of work
Procurement
The Sustainable UN initiative is designed to assist UN agencies and other public organizations in setting up and implementing a sustainable procurement policy. SUN advisory services are not only confined to the UN but also available for governments and other large organizations (NGOs and various levels of public authorities).
Buildings & facilities
Creating and operating buildings accounts for about 40% of global energy consumption and up to one-third of greenhouse emissions annually.
With widespread adoption of energy efficiency measures, however, up to 30% of baseline building-related CO2 emissions projected for 2020 could be avoided at no cost or with cost savings to the sector.
Management & organizational culture
SUN will support voluntary action by staff and formal initiatives by organizations to promote sustainable behaviour. It will encourage awareness campaigns and information initiatives. It will provide innovative approaches for influencing staff behaviour.
SUN will also provide guidelines for smart office design encouraging positive staff behaviour, including incentives for sustainable commuting, waste recycling, and energy conservation.

What SUN offers
SUN can help organizations work towards climate neutrality and sustainability by offering the following products and services:
• Guidelines, checklists and other tools to help reduce energy use and greenhouse gas emissions.
• Expert advice on processes, facilities and culture to help identify improvement opportunities.
• Technical support to develop action plan to meet the UN climate neutrality objectives.
• Contacts with experts and providers of know-how, expertise and technologies.
• Training, awareness raising and capacity building in organizations.
Sustainable United Nations (SUN) focuses on reducing greenhouse gas emissions. The Environmental ManagementGroup (EMG) deals with GHG inventories and offsetting.

How we can cooperate
In order to fully benefit from SUN’s support, we ask our clients to help us with the following:
1. Assign a contact person for SUN.
2. Provide data and access to key staff and managers, as needed for SUN to carry out an initial assessment.
3. Based on the initial assessment and with SUN’s assistance, elaborate an action plan for moving the organization towards climate neutrality.
4. Commit resources as needed to implement the action plan.
5. Provide SUN with a regular update about the implementation of the plan.
A number of functional areas will need to be improved, including administrative systems, and management and control of the performance of operations.

Italian Council to develop sustainable building

To develop sustainable building in Italy, the Italian Regions and ITACA (Italy is subdivided in to twenty Regions and ITACA is the Federal Association of Italian Regions), founded SBC Italia along with ITC-CNR (Governmental Organization to develop research in Italy), ANCE (Builders National Association), INTESA-SAN Paolo Bank and RINA S.p.A. . SBC Italia (http://www.sbcitalia.org/ ) is a non profit organization that develops and manages both the SBC Protocols and the ITACA Protocol. SBC Protocols are the rating systems to assess sustainability of private housing, skyscrapers and office buildings, hospitals, universities, schools, industries and shopping centres; ITACA Protocol is a rating system for social housing. SBC Italia is a member of the SB ALLIANCE (http://www.sballiance.org/) the new European organization founded by Governmental Research Organizations in UK, Germany, France, Netherland, Italy, that will develop common elements for a European rating system to assess sustainable buildings.

Regional Strategies for the development of sustainable building

Summary
The Italian Regions have developed a sustainability assessment tool called “Itaca Protocol”. Piedmont Region is experimenting the assessment tool and developing policies and projects for urban reneval and building sustainability.

Introduction
Piedmont is an Italian region, part of north-western Italy, bordering France and Switzerland. It is economically prominent amongst the twenty Italian regions. Piedmont and its capital city, Turin, are focusing on urban renewal as the main way to develop sustainable building practices. With the industrial areas’ displacement, the regional government and the local administrations have found a way to redeem the mistakes in architecture and urban planning made from the 60s through the 70s.
Parts of the former factories are destined to new functions (i.e. museums); other industrial buildings are replaced by new areas, which will reweave the urban fabric and remove its rifts.
In such context, Piedmont promotes sustainable building through its policies and incentives. The Region works towards sustainable building through strategies such as urban renewal and industrial reorganization; the projects include new buildings which will be models for future realizations.

Urban renewal and the territory
Urban renewal involved 17 important Piedmont municipalities. The urban planning choices have been made towards redeveloping industrial areas transformation; these projects notably include a strong support to sustainable building, through increased investments in sustainable building.
The regional funding contest requires the application of the ITACA Protocol (based on GBC) to assess buildings. This requirement encourages qualified design, emphasizing the use of new materials, and a focus on water reuse and renewable energy.
These programs, called “district contracts”, require investments for ca 700 million euros; 54% of these investments (375 millions euros) are made by private funds. The second version of the district contracts’ program required the application of the abridged version of ITACA Protocol. This version evaluates twelve criteria, and is the most commonly used adaptation of the system approved by the regions. On a stronger take on the subject of sustainable building, Piedmont launched the “Regional housing program: 10.000 apartments within 2012”. This program requires the application of ITACA Protocol.
The regional housing program covers:
- 6063 apartments to rent, destined to social housing;
- 1973 apartments partly in permanent location, partly redeemable in 15 years;
- 300 flats for people over 65 years old;
- A warranty fund up to 60.000 euros for apartment, granted to the buyers of apartments realized by builders which took part in the program.
The assessments are carried out by iiSBE Italy. The certifications issued grant a reimbursement for additional building costs, covering 4%-8% of the total cost; the overall allocation sums up to 56 million euros.
The first results of the housing program are now available; the program has generated investments for over 1 billion euros, involving about eighty Piedmontese municipalities, working with builders, housing cooperatives, and ATCs (Agenzie Territoriali per la Casa - Territorial Housing Agencies, formerly Social Housing Independent Institutes).
Another group of projects, launched in some of the main towns of Piedmont, will allow the realization of new districts; these areas will mainly house the families of army staff and police officers. Each of these projects will include housing for ca 1000 people, and the realization of new commercial areas and services. Currently 6 of these projects are planned. Before the building phase starts, the projects must be assessed by iiSBE Italy through ITACA Protocol; every project must achieve a score of at least 2 points on the Protocol scale. The total investment for these projects is ca 500 million euros.
The effort towards sustainability goes beyond housing projects; the Region launched a new plan for 2007-2009, concerning schools. The school building involved in the plan will be refurbished, focusing on high structural and service standards. The assessment will be carried through an experimental version of ITACA Protocol, which will evaluate the fulfilment of eco-efficiency standards. The main areas of assessment include energy performance and indoor air quality. Piedmont allotted 25 million euros on this plan for schools’ renewal.
In the town of Novara (near Milan, with ca 90.000 inhabitants) the Region has placed its “Health City”, a new hospital, research and university complex. This project received a fund of ca 360 million euros; every building in the project must fulfil the requirements of ITACA Protocol, which will be adjusted by iiSBE Italy to suit these peculiar building typologies.

The skyscrapers
As of today, the Piedmont Region has 15 departments, each with its head offices, all in Turin. In order to concentrate all the activities in one headquarter, the Regional Executive Committee has planned the realization of two towers designed by Massimiliano Fuksas.

The area will also include residential buildings, shopping centres and underground parking lots; the project will renew the former Fiat Avio area, close to Lingotto (previously hosting the Fiat group headquarters, known for its roof track for test drives). The area’s ground level will be destined to public park, for pedestrians only.
The Regional Executive Committee resolved to apply ITACA Protocol to the whole area, requiring a minimum score of 2.5. Due to the complexity of the area, the protocol will be adjusted by iiSBE Italy and I.T.C.-C.N.R. to ensure the fulfilment of the sustainability requirements by all buildings.

On the other side, the Intesa-San Paolo banking group has chosen the Porta Susa
district for its headquarters. Porta Susa is planned to become Turin’s main train station, and will be displaced underground. The new Intesa-San Paolo headquarters will be hosted in a skyscraper designed by Renzo Piano. Every floor of the building will host an indoor garden facing south. This building as well will be assessed through ITACA Protocol, to evaluate the performance of the systems and techniques used.
On a side note, the Group Intesa – San Paolo has recently created a new financial product, called Aedifica-Bioedilizia, to encourage sustainable building. Both the builder and the buyer will receive funding, upon verification of the bulding’s eco-efficiency level.
A third skyscraper will be built close to the Intesa – San Paolo. The tower, 140 m tall, will collect most of the society’s offices in a place conveniently close to the Porta Susa station, in the renewed area called “Spina 2”.
This building too will follow energetic and environmental criteria.

The sustainable district
The paradigm shift towards sustainable building happens in part through the aforementioned programs (including social housing, incentives, notable buildings such as skyscrapers); but these projects need a strong technological backup, which must be developed on the territory.
Piedmont will use FESR founds to encourage the design of sustainable materials and technologies, and to help the former industrial processes to take part in the production of such new materials.

The agreement protocols
The Region, whishing for a correct application of ITACA Protocol and its sustainability principles, promotes work agreements with the municipalities; one of this agreement protocols has been concluded with the Alessandria province and municipality. The
Region’s target is to allow the drafting of local energy and environment management plans and building regulations.
The protocol includes tutoring by iiSBE Italy to assist the municipalities in drafting new projects for sustainable building.
